yes off course cities should provide free public WI-fi because there are several reasons to support my opinion.First off all if am am on road and i would suddenly lost my mobile signals then i need public WI-fi because rather then that i will hire another car to reach my destination.similarly if someone wants to know about weather or routes or some directions then WI-fi is mandatory so cities should offer free public WI-fi to make people more convenient.
