Governments should spend less money on restoring old buildings and more money for new housing and roads development. To what extent do you agree or disagree?

Some people think that it is more important to spend money on building new roads and housing societies is important than restoring old buildings. Although building new housing societies is also important, the need to restore the old ones can not be overlooked. If those are neglected, there are many chances of those falling because of their miserable condition.
All things considered, we can conclude that restoring the old buildings is necessary to keep our heritage alive and to prevent them from being destroyed.
